Kamau [Cuh-My-Ya] Mandela Marshall has built a career in the rooms where pressure meets purpose, all while guiding presidents, cabinet officials, members of Congress, public figures, and city leaders through moments that define their legacy. Equal parts strategist and communicator, he’s known for bringing order to complexity and clarity to chaos, the person leaders call when the message, the moment, or the mission can’t be missed. 

Marshall’s path to those high-pressure rooms wasn’t linear; it was earned. Before embarking on presidential and congressional campaigns and working on Capitol Hill, he taught social studies, history, and media to middle and high school students in Houston. He also coached debate at Texas Southern University, his alma mater. There, he discovered a truth that would shape everything that followed: communication isn’t about who talks the loudest, it’s about connection and understanding. It’s about speaking across differences with clarity and respect, translating complex ideas into messages that feel human, grounded, and accessible in a world that rarely slows down to listen. This approach meets people where they are and ensures that every message resonates, regardless of the room or audience. 

That belief carried him from classrooms to the corridors of power and into true public service. Shortly after working on the Obama-Biden 2012 re-election campaign, his first presidential campaign as a junior staffer, he began his career in the United States Senate, working under the leadership of Senator Tom Carper (D-DE), who was then the Chairman of the Senate Committee on Homeland Security and Governmental Affairs. He later served with House leaders, including the late Congressman Elijah Cummings (D-MD), then Chairman of the House Oversight Committee; Congressman Al Green (D-TX); and, shortly after, with the late Congressman John Lewis (D-GA) on the campaign side. 

While on and off the Hill, he had the opportunity to work with a host of members on media and messaging. He also completed a stint at SKDKnickerbocker, a top strategic communications firm, where he worked with corporate clients on public affairs, as well as crisis and executive communications. Those early years provided him with a solid foundation in policy and purpose, as well as valuable lessons in integrity, empathy, and navigating the delicate balance between politics and people. From there, Marshall rose through the ranks of government and national campaigns, serving in two presidential administrations and advising some of the nation’s most prominent leaders.

During the Obama-Biden years, he served as a communications advisor and speechwriter at the U.S. Department of Agriculture. Under President Biden and Vice President Harris, he held senior roles at the White House Office of the U.S. Trade Representative and the U.S. Department of Education, where he led strategy and communications on global and domestic issues, including tariff and trade negotiations, HBCU engagement, and education equity.

Marshall has also worked on numerous purpose-driven projects and creative initiatives, collaborating closely with legendary American advertising executive Roy Spence, creator of the iconic “Don’t Mess with Texas” campaign, to advance messages rooted in purpose, leadership, and the power of storytelling. 

After the 2024 elections, Baltimore Mayor Brandon M. Scott recruited him to rebuild the city’s communications structure at City Hall. Marshall stepped into one of the most challenging local media environments in the country. Within months, he restructured the entire operation, sharpening the city’s narrative, guiding crisis response, and helping to reposition Baltimore’s public safety and reform strategies as national models for measurable progress. Under his leadership, the city’s story shifted from one of criticism to one of credibility. 

Long before Baltimore, Marshall had already proven his skill at winning hard fights and competitive races. At the Democratic Congressional Campaign Committee (DCCC), he and a team of others helped engineer the 2018 midterm victories that resulted in the largest and most significant Democratic gain in the U.S. House of Representatives since 1974. They elevated a new generation of leaders, including Reps. Lauren Underwood (IL), Lucy McBath (GA), Jason Crow (CO), Lizzie Fletcher (TX), and Joe Neguse (CO). He takes great pride in seeing his friend Representative Gabe Amo (D-RI), a former colleague in the White House and on the campaign trail, elected as the first Black member of Congress from Rhode Island in 2023. On presidential campaigns, he has been at the heart of media relations, message development, strategy, and public engagement, most notably as Director of Strategic Communications and Senior Advisor to President Joe Biden and Vice President Kamala Harris’s campaigns.

Across every role, Marshall’s imprint isn’t found in headlines, but in outcomes, in the disciplined narratives that shift perception, the steady leadership that steadies others, and the kind of wins that endure long after the cameras fade.
